Registered as an independent NGO since 2011, 3D first emerged in 1997 as a program within the Enda GRAF-SAHEL network. It was established topromote good governance and accountability as Senegal embarked on an extensive decentralization process. The NGO 3D now implements program sunder three strategic directions: Democracy/Governance, Human Rights and Local Development. It also acts as the secretariat of two major Senegalese civil society coalitions, on the monitoring of public spending (Coalition of civil society organisations for budget monitoring – CONASUB) and of electoral processes (Coalition of civil society organisations for elections – COSCE). To face the current challenges, it started an internal strengthening process of its organisation.
The OD process supported by PeaceNexus is currently in its start-up phase. Coming to the end of its current strategic plan and in a context of rapid organizational growth, 3D will use the support of an external consultant to reflect on its past work and approaches and engage in a participatory process to develop the new strategic framework that will guide its action over the next three years. Based on the conclusions from the kick-start workshop held with PeaceNexus at the end of 2016, the same expert will assist 3D in defining and pursuing targeted objectives to strengthen internal tools and processes related to key areas such as internal communication and monitoring and evaluation. This will provide the NGO 3D with a strong internal basis on which to further develop its action towards inclusive governance and development in Senegal.
