High Authority for the Consolidation of Peace

PeaceNexus works with the HACP to consolidate peace and stability in Niger, a country affected by multiple conflicts along its borders.

The Partner

The High Authority for the Consolidation of Peace (HACP) has played a crucial role in the implementation of different peace processes in Niger since 1995. This governmental institution has existed under various names for more than 25 years and has as a mission to foster the spirit of peacebuilding, maintain a permanent dialogue between different communities within the country, and to build mutual trust, tolerance and respect.

In one of the poorest countries in the world, in a region affected by recurring crises and various conflicts, this unique institution is mandated to support peacebuilding and work towards national integration. Directly attached to the Presidency of the Republic, the HACP engages in crisis and conflict prevention, supports reconciliation and dialogues and advises the state on strengthening social cohesion in Niger.

Our Support

In December 2015, the president of the HACP contacted PeaceNexus to explore the possibility of a partnership aiming to reinforce the HACP’s capacity to extend its mandate to new areas. Through a joint analysis, the HACP and PeaceNexus identified strategic gaps that PeaceNexus could support. After a successful pilot phase, the HACP and PeaceNexus determined nine areas of cooperation which included: better understanding of conflicts around the mining sector, the role of women in peacebuilding, and the coordination of peacebuilding activities in Niger.

PeaceNexus’ support includes our own specialised human resources and the provision of experienced consultants supporting jointly identified strategic areas.

The Results

Four years after the start of our partnership, the HACP has achieved the following thanks to PeaceNexus’ support:

  • A body of research and reflection process that will ultimately enable the HACP to implement its strategy to involve and enhance the role of women in peacebuilding;
  • A better understanding of conflicts related to the extractive sector, which allows the HACP to carry out informed interventions and advise the actors in the sector on reducing tensions around mining;
  • A strengthened role of the HACP as coordinator of peacebuilding activities, in particular through the establishment of a permanent coordination secretariat and the mapping of all activities and actors working in the peacebuilding field in Niger.
